I got a few of the Fierce Attack cards (6 at the moment. I took a break from the game due to studies so that's all!) but I'm unsure which girls to use them on.
Here are the ones that aren't maxed out yet, that I'm considering.
(GUR) Astral Noir
(GUR) Dancing Sally
(GUR) Dark Succubus
(GUR) Minister Sucia
(UR) Sacred Amaterasu
(UR) Hiraga
(SR) Quraly <--This event's current archwitch killer or whatever
I assume that beefing up maidens with skills that don't unleash attacks would be a waste?

I wouldn’t recommend using fierce atk on regular URs unless you plan on using them because that would be a waste.
You can use some fierce atk on Quraly (the SR point booster) but I wouldn’t suggest it as plain SRs are pretty useless. Minister Sucia is also another no-no as her skill is pretty useless and only has 2 procs compared to other AoE cards which have 3 procs.
DEFINITELY use it on Dark Succubus as her 2nd skill does 2x damage to AWs. Astral Stolas is also another good choice because of the usefulness of her skill as well as her amazing stats.
Dancing Sally and Hiraga are kind of mehs for me. You can use the fierce atk on them but while salvos have their benefits, they’re not as useful or beneficial as multihitters.
